Abstract

This study seeks to formulate strategies for funding and, hence, sustainability of FPE in Kenya as the country seeks to achieve the millennium development goals by 2015 in accordance with the United Nations declaration. The first sub-problem is to analyse the implementation of free primary education programme in Kenya with regards to policy, funding and cost centres and the roles of different interest groups in its implementation. The second sub-problem is to identify challenges encountered in the implementation of free primary education programme in Kenya in the prevailing socio-economic environment. The research is based on discussions with policy proximate people as well as pertinent government documents and pronouncements of key policy implementers.
